NYC residential property owners should confirm whether their building registration with HPD is current.
In its June 18, 2026 Bulletin to Property Owners, HPD’s Office of Enforcement and Neighborhood Services reminded owners that residential buildings must be registered annually if the property is:
a multiple dwelling with 3 or more residential units, regardless of whether the owner resides at the premises; or a private dwelling with 1-2 residential units if neither the owner nor the owner's immediate family resides there.
HPD also reminded owners that building registrations must be filed whenever ownership changes or whenever information on a valid registration changes, such as a new managing agent or site management.
That point matters in ordinary ownership changes, but it can also matter in estate administration, trust administration, entity transfers, and other situations where the record owner or responsible party changes.
HPD’s bulletin identifies several practical registration points for the 2027 forms:
- list the actual owner or agent;
- provide appropriate telephone numbers, including a 24-hour emergency number;
- provide an email address for HPD complaints, violation notices, assistance opportunities, new laws and regulations, and emergency notifications; and
- provide both business and residential addresses.
HPD also warns that failure to register can result in civil penalties. For a multiple dwelling with five units or fewer, the civil penalty may be between $500 and $1,500. For multiple dwellings with more than five units, the civil penalty may be between $1,000 and $5,000.
HPD further states that buildings without current valid property registrations may be issued Orders and may be ineligible to certify violations, request a Dismissal Request, or initiate a nonpayment proceeding to recover possession of the premises.
Owners can update registration information through HPD’s Property Registration Online System, pay the $13 registration fee to the Department of Finance, print the form, and mail the signed form to HPD as directed.
